Looking at decks posted here, I've only seen two Sembali decks other than this one. Am I missing something that makes her terrible?

I read the post, and agree with some of the points. However, I still don't think Sembali is a bad phoenixborn. She's just challenging to play with.
Now, that doesn't mean some of her abilities don't have drawbacks. However, there are ways to work around these, or even - in some cases - make them work for you. Figuring out what cards worked with Sembali's "drawbacks'' was one of the ways that I figured out what cards to put into this deck.
As for Ban Manifestation, I more view it as a good way of keeping your opponent off balance during the early to mid game. Hopefully, if it and veil of reversal work the right way, you won't need it during the late game.

I also like Sembali and i would like to think there is some hidden power inside her :). I recived her recently and got only one chance to play with my friend ( we used base decks ) but she seemed pretty strong to me (except for Veil of Reversal - there was only one card in his entire deck that i could counter with it).

Actually, Veil of Reversal has a lot of triggers and and I think it's a fairly good card ( though I agree that it's not as good as Fear, despite the fact that it works well against Jessa Na Ni).
